I hate to be THAT guy, but I’m going to be. “To be eligible, artists are required to have released their first record 25 years prior to induction.” That eliminates both Gaga and Kesha. They make no distinction (yet) what constitutes a “release”-but they will. 
Way too soon to call a flag on the play there. Willie, Ozzy, sure, be patient. They’ll come around. Herman? I think their overall impact is suspect, but the RRHoF is predominantly a popularity contest. So, for me, they’re a wild card.
